the policy layer allows organizations to enforce governance on agent behavior. policies are deterministic and rule-based.

api key policies: control the lifecycle of ingest keys (e.g., forcing expiration/rotation).
coordination policies: define thresholds for "unhealthy" behavior, such as maximum safe fan-out or allowed retry depth.
security: ensures strictly environment-scoped access and data isolation.
